그때 갈가(竭伽) 선인이 범천에게 이렇게 대답하였습니다.

‘대사여, 

저희들은 이제 그러한 따위 일을 요구하지 않고 중생을 위해 지혜를 구하고자 합니다.

저희들은 고독하고 유치합니다. 

어려서 부모를 여의고 마음대로 자라나서 가르쳐 주시는 이가 없사오니, 

원컨대 대사께서 저희들에게 지혜를 베푸시어 저희들로 하여금 착하고 나쁜 업을 알고 중생들의 착하고 나쁜 업도 알고 또 중생의 국토․도시와 찰리(刹利)․바라문․비사(毘舍)․수타(首陀)․남녀․대소의 착하고 나쁜 모양과 괴로움과 즐거움을 받는 일이며, 

여러 왕으로서 나라를 탐내어 만족을 모르고 전쟁을 일으켜 서로 치거나 쇠(衰)하고 왕성한 따위의 모양을 알게 하여 주옵소서. 

만약에 저희들이 알고 난다면 마땅히 방편으로써 그들을 가르쳐 나쁜 모양을 없애고 즐거움을 받게 하겠나이다’고 하였습니다.’”
